How to renew your Passport ?

Way back in 2003 and before you had to stand in a Big queue to submit your passport application and there were high chances that you would be sent back upon reaching the counter for some silly mistake in the application form. This was not all; after you submitted your application it could take anywhere from 3-6 months for you to finally receive your passport.

Regardless of what the current GDP or the state of economy is today, I can say with pride that we have done a much better job in issuing passport in the last decade.

Thanks to Shri SM Krishna, Minister of External Affairs, the pilot project for Online Passport Seva was launched in Bangalore and Chandigarh in May 2010 and August 2010 respectively. Today the Passport Seva Project has been launched in most major cities of the country.

I got my passport re-issued in Bangalore and my passport was delivered to me on the 11th day after submitting my application in the PSK, Sai Arcade under the "Normal" category without having to pay a single penny as bribe. With so much of negativity with the system around these days, I believe it will only be fair to share good experiences if that can boast the morale of people in the system who are doing their job really well. Go to http://passportindia.gov.in and register yourself as a user. After a successful registration, login to complete your online passport application.

The online application is very self explanatory and easy to complete. The online portal gives you the flexibility of saving and completing your form in multiple sittings either offline or online.  You can review your filled in form for correctness. After you submit your application you will receive your online generated Application Reference Number (ARN Number).
Please remember the following important points:
1. Your ARN or submitted application will be valid for 90 days from the date of submission after which it will be deleted from the database. You have 90 days to complete your passport application process.

2. The second stage after submitting your online application is taking an online passport appointment booking at your nearest PSK which we will discuss a little later in this blog.

3. You will be able to apply under the category "Validity Expired Within 3 Years/Due To Expire" only when you are within the one year window from the Date of Expiry on your passport. My passport was due for expiry in 2013, but I wanted to have it renewed without having to wait till the last moment. Since I was outside that one year window from my passport expiry, I applied under the "Change In Existing Personal Particulars" category to have my wife's details added.

4. Every time a new passport is issued on your name, it will have a new passport number with a reference to your old passport on its last page. Additionally the new passport will have a new expiration (10 years) from the date it is issued.
5. Your old passport is cancelled and returned back to you when you submit your documents at the PSK (Passport Seva Kendra).

6. Any Valid Visa stamped on your old passport will still valid after your old passport is cancelled but you will have to travel with both your old and new passports together. So be prepared to wait until you receive your new passport if you have any immediate travel plans.

Online Application for Issue / reissue of Passport under Normal Category:

Taking an online appointment after submitting your online application is still a pain. Appointments open at specific times of the day in various cities (In Bangalore the online appointments open at 6 PM every day) and get over in no time. People keep sitting in front of their computers trying to book a slot. Sometimes they have to try for days. I had to sit for 45 minutes clicking on "Book My appointment" when I finally got one. I read on many forums that agents/brokers charge anywhere from Rs 800 - Rs 1500 to book an online appointment on your behalf. Since online booking is a very transparent process, I wonder how an agent / broker can get an appointment when you cannot. Such an infringement is not possible without the help of a hacker who is exploiting the site and helping the brokers mint money at the expense of innocent people. I hope this will be fixed soon. However I would recommend the readers of this blog to discourage going through agents to book appointment slots. Have some patience and try booking your online appointments yourself for a couple of days. If you still fail to get an appointment, please read the following alternative procedure of getting an online appointment: Advisory for Applicants You can go to the RPO and take an appointment through them. I understand you want your passport in no time.

On the Day of Apppointment:

Reach the PSK an hour in advance. You are not called in sequence of your ARN number so whoever reaches first stands before the others in the queue outside the PSK. They however let everyone for a given slot get inside the PSK. Phones with cameras are not allowed. There is a front desk manned by TCS employees who do the initial check for all your documents. I understand that it is important to complete the process once you reach the PSK but for some reason if any of your document is missing, there is no point getting angry. Try arranging for the document(/s) and coming back the same day if you can, else take an appointment for the next available day. Always have your documentation clean and clear. Remember every individual has a right to have a passport and these documents that you are required to submit are to safeguard your own interests. If you do not have a certain document, make an inquiry at the front desk people and ask for alternatives.

Once you have the initial verification done, you will get an appointment number (N463,T128,etc.) With this appointment number enter with your file and documents into an air conditioned waiting launge where you need to go through three counters sequentially A-->B-->C for verification and submission. There are big screens in the waiting lounge where you can see when your number is called for a specific counter.

At Counters B, VO (Verification Officer), your documents are verified by Government Officials from where if your documents are clean, you are redirected to Counter C GO (Granting Officer) for the granting of passport.

At Counter A, manned by TCS officials, your documents are scanned. The official takes your photograph (this means you do not need to carry passport size photographs) along with your fingerprints. If there are any corrections in the Application form which you may have realized after form submission, you can have the changes updated here.

At Counter C GO (Granting Officer), the final decision on your passport application is taken. If you have cleared Counter A and Counter B then it is almost certain that passport will be granted to you. Another important decision that is taken by GO is whether your qualify for Pre, Post or No police verification. Mine was a reissue case with change in address so I qualified as a post verification. There are 3 modes of police verification:

    Police Verification is not required.
Police Verification is required on a Post-Passport Issuance basis.
Police Verification is required on Pre-Passport Issuance basis.

Depending on whether an application is for issue of fresh passport or reissue of passport, Passport Office (PO) shall decide whether Police Verification is required for issuance of Passport to you. In most cases, of issue of fresh passport, pre-police verification would be required, exception being Government servants on submission of 'Identity Certificate' as per Annexure 'B', or minors whose parent(s) hold valid passport etc. In most cases of reissue, depending on records available in the Passport Office system, police verification would not be required or only post police verification would be required, exceptions being reissue of passport in lieu of lost passport or complete change of name.
The screens in the waiting lounge are programmed to flash appointment numbers and you cannot bypass them so there is no point queuing up in front of the counters. After you done with say Counter A, please come back to the waiting lounge and wait for your appointment number to flash on the screen for the next stage. There are arrangements for refreshment with a well maintained restroom. Tea, coffee and snacks are available at MRP and you can be very comfortable when you are inside. The entire process should normally take about 2-3 hours. It would be a good idea to take leave on that day from work and be patient when you are inside the PSK. Once you are at counter C and the passport is granted to you, please remember to collect an acknowledgement at the exit. If you have applied for a reissue of passport, your old passport will be cancelled by the GO (Granting Officer) at Counter C and returned back to you.

I got an SMS and an email with the Speed Post Number when my passport was dispatched. I planned to work from home the very next morning and at 11 AM sharp I got my passport delivered. Passport delivery normally happens in the first half of the day between 9 AM to 12 noon. My Police Verification also completed in a weeks time after I received my passport.

Say no to bribe and follow the process with a little bit of patience and you will come out clean and confident on the other side with your job well done.

I hope this post was useful to you.

How to get passport appointment online?

Since 2012, the Indian Ministry of External Affairs (MEA) has changed the process of passport application and reissue. The application for issuance of fresh passport or reissue of expired/expiring passport has been made online. This has been done to streamline the whole process. Also Tata Consultancy Services (TCS) has been roped in to manage the online application system as well as to manage the data entry process. MEA and TCS have launched many passport kiosks also known as Passport Seva Kendras (PSK) where an Indian citizen can visit to submit his or her passport application. This is certainly a good news for Indian Passport applicants as it removes all middlemen and agents in the process. However, in order to visit the PSK, one has to book an appointment online which is not easy. The number of slots at any given PSK are limited and hence they get filled up really quickly as soon as they are open. Here are some of the tips that will help you get your appointment faster.

Make sure you have already created your account on the website http://passportindia.gov.in/
Either fill the application online or download the PDF form to be filled offline. Once the offline form is filled, you need to generate the upload file and upload the same from your account at passportindia website.
Verify all the details entered in the form and submit the form. Once submission is complete, you will now be able to create an appointment.
Click on “View Saves/Submitted Applications” link and the system will list down all the applications that you have created. At most you can create only 3 applications per account.
Select the appropriate application and below the application list, click “Manage Appointment” link. The link will only be enabled for forms that have been submitted. Partially filled forms will not have this link enabled.
On the next screen, the system will ask you to choose PSK nearest to your location and click on “Create Appointment”.
The system will ask you to fill in a CAPTCHA code to verify its a human being and not any automated bot trying to create appointments. The CAPTCHA code is alphanumeric and alphabets are also in capital.
Once you enter the CAPTCHA, click on “Show Available Slots”. Most likely you will see the following message displayed “Currently no appointment slots are available for the selected Passport Seva Kendra (PSK). Please try scheduling an appointment from DD/MM/YYYY, 3:00 PM onwards. Total number of appointments booked today : XXX“
Note down the date and time carefully. Also sync your computer/watch/mobile (whichever one you refer to) to the website’s clock. Website’s clock is displayed at top left corner of every page.
Visit the website on specified date at least 10 minutes before the scheduled time.
Follow steps 4 to 7 and reach the “Show Available Slots” page. Make sure to keep the CAPTCHA code filled in the form. Do not click on the link to see the slots yet. Wait until the time is exactly 3:00 PM (or whatever time was mentioned in the error message). Hit the “Show Available Slots” within seconds of clock hitting 3PM.
You will now see many slots open for one or more days. Do not think twice and simply choose a slot immediately. It is advisable to choose afternoon slots as many people don’t prefer it or 3PM to 4PM slots.
The system will ask you to enter another CAPTCHA and if the choosen slot is still available, you will receive an appointment confirmation number.
The system may become extremely slow during this period since there is heavy visitor traffic on the website. Make sure to access the website from a broadband or high speed Internet line (if possible, e.g. from office). Do not hit refresh/back buttons on the browser since you will only get one chance before slots get filled. If for some reason, your booking gets stuck on the final page, open another window without disturbing the stuck window and login into your account again and see if you have an appointment ID. Sometimes the system is too slow to respond and may have already booked your slot but unable to show you the appointment confirmation. In such cases opening the account in a new window can help verify if appointment went through.

If you are unsuccessful in your attempt, come back again at the date and time mentioned in the error message.

Do not try to make bookings for multiple accounts as only one account will be logged in from a single browser. If you have multiple bookings to be made, make sure to open them on different browsers (such as Safari, Firefox, Internet Explorer, Chrome etc) or use multiple computers.

Passport Reisuue in India

Its been more than 6 months since my passport validity expired.Even though u can apply for renewal 6 months before expiry, i somehow didnt do that. So  i decided to apply for a minor passport for my younger  kid and also to get my passport renewed. With my niece's passport yet to arrive even after 10 months of submission, I was a bit hesitant to apply for the renewal as well as my kids passport at the RPO Hyderabad. Thats when i came to know that the passport applications are no more accepted at the RPO but at the PSKs ( Passport Service Kendras) .There are 3 PSKs in hyderabad .One in Begumpet, one in Ameerpet and other in Tolichowki..Not many know abt the exact way to apply for a passport through a PSK. I hope that this post helps you to know about getting a appointment in a PSK as well as applying for a passport.

To start with the website https://portal2.passportindia.gov.in/AppOnlineProject/online/welcomeLink is quite self explanatory about what you have to do when you are applying for a passport in a PSK.  First of all u need a online appointment for you to walk into a PSK while applying for passport. For this u need to create an ID in the above said website. After creating an account u need to login to fill an online application form. This form is just like the physical passport application form. Be sure to enter the details correct and check all your details before u save the page. Once u have completed filling this form and checking all the details u should save and submit it in the website. After submitting it, u will receive an Application Reference Number ( ARN) .Remember u can book ur appointment only after submitting the form. For booking the appointment u need to login at  5.45 pm and the site opens appointment at 6.00pm. sometimes u have to try repeatedly to connect to the site. As for myself i got an appointment scheduled after a week from the date of obtaining the appointment.U have various time slots and also the option of choosing any of the PSKs in your city. Please try for the appointment only after 5.45 pm continously till u get it. i was not aware of this and tried for 3 days before getting an appointment.

Once u have scheduled an appointment the next thing you have to do is get ready with the neccessary documents. You have to carry the original copy of all the documents along with one set of self attested photo copies or xerox copies. If you are applying for a fresh passport u need the following documents:
1) Proof of Date of Birth - accepted documents are Birth Certificate, Or School Leaving Certificate (T.C)
Incase of illiterate applicants an affidavit stating the Date and place of Birth signed by a notary should be submitted. https://portal2.passportindia.gov.in/AppOnlineProject/pdf/AnnexureA.pdf
Also its mandatory for people who are born after the year 1989 to submit their birth certificate for their date of birth proof. So if there are any differences in the name given in your birth certificate and other documents kindly do the neccessary corrections . If corrections are not possible then an affidavit signed by a notary should be submitted. https://portal2.passportindia.gov.in/AppOnlineProject/pdf/AnnexureE.pdf

2) Proof of Address: accepted documents are
1) Water Bill
2) Telephone Bill( Mobile and Landline Bill) - This i think only BSNL is accepted.though im not very sure.
3)Electricity Bill
4) One year Bank passbook or bank statement. If you are showing your  bank statement then u need a covering letter saying that this is ur bank statement and it should be signed by the bank officials.
5) Electoral Voter ID - If you are showing this then the address given in this will be entered in your passport . So be sure to check when entered the address in Voter ID the passport reaches you. In my case my postal address was different from the address in the voter ID though i stay in the same place.
6) Spouse's Passport Copy : If your spouse 's passport has your current address and also your name endorsed then u can show this as your address proof. This is what i presented as mine as i had a different postal address in my voter ID.
7)Proof of Gas Connection
8) Ration Card- If you are giving this as ur address proof , then u shud provide one of the above said documents to support it.
9) In case of minor applicants, passport of the parents having the current address should be submitted. If the parents passport doesnot have the current address then any of the above address proof of the parents should be submitted.

3) Documents for ECR --not required status. ur passport should have ECR not required status for u to study or work abroad. If ur passport has ECR status then u r allowed only to visit the foreign country. This is what the people at the checking counter said regarding ECR - not required. For this u need to submit ur 10th mark sheet.

4) Submit ur marriage certificate to have ur spouse name entered in ur passport.

If you are applying for a re-issue of passport then u need:

1) self attested photo copies of first and last 2 pages of ur passport. photo copies of any visa page in ur passport along with the ECR status.
2) If your address is same as the current address in your old passport then actually xerox copy of ur old passport is sufficient. Just to be in safer side carry any one of the above said address proof.
3) If  your address is different from the current address in  your old passport then any one of the above said address proof should be submitted.
4) If ur applying for reissue after ur marriage and if ur spouse details are not entered in ur passport- please submit ur marriage certificate. If u donot have a marriage certificate this affidavit should be submitted https://portal2.passportindia.gov.in/AppOnlineProject/pdf/AnnexureK.pdf
5) If ur applying for ECR not required during reissue submit ur 10th mark list.

If you are applying for minor with both parents then:

1) For address proof: The passport copy of both the parents or either parent who possess a passport with the current address should be submitted.
2) For Date of Birth Proof: Birth Certificate of the minor or above said affidavit for Date of birth proof.
3) Annexure H signed by both parents. .https://portal2.passportindia.gov.in/AppOnlineProject/pdf/AnnexureH.pdf
4) A photo copy of both the parents passport- irrelevant of the address.

After having all the neccessary documents ready take a printout of the appointment letter. This letter will state the appointment time as well as the reporting time in the PSK.If u can u can scan and upload all the neccesary documents else can carry them physically along with the originals.

We had scheduled an appointment for 9.45am for our kid. We reached the PSK at the mentioned reporting time of 9.15 am. After checking the reporting time the security let us in. As u walk in there are several counters  which issue token after verifying whether we are carrying the right documents. Sometimes these guys tell us that a particular document is not sufficient and ask us to get additional documents. If we are carrying the neccessary documents, they make a physical file of our documents for us to carry  and issue a token. This token is given to the guard there who swipes the card and send us in to the customer care counter. There is  LCD screen which displays the counter which is allotted to our token. All the customer care counters start with the alphabet "A".When we go to our respective counter, we are asked to give all the documents that are asked for. After checking these documents we are asked to confirm all the details in the online form which will be displayed in front of us. After this they take a photograph of us, in case of minors below 4 years we are required to carry a Passport size photo taken on a white background. Then they ask us to pay the required fees. In case of normal passport for adults it its Rs.1000/- and for minors it is Rs.600/- . For tatkaal passport an additional fees of Rs. 1500/- is collected. Then they take our biometrics i.e. our fingerprints. This is only in case of adults. After all this they scan all our documents upload it to ur file and issue us a acknowledgement for fee. After this procedure we are  directed to a waiting area for further verification by Government passport officers. Till this point its TCS employees who do a great job. They are quick, friendly and helpful. After the file is transferred to the Govt officers there starts a back log. It took not more than 45 mins to come to this waiting area for further verification. From this we waited for more than 2 hours for our token to be displayed. after finishing the formalities in the A counters. U r headed towards the "B" counters which is the VO or verification officer counter. After this government officer verifies and approves our application we are directed to the "C" counters which is GO or the Granting Officers counter. Here our application and the supporting documents are again verified and the passport is granted by the granting officer. Both my kid's as well as my application was accepted .After all these procedures we are required to give our token as well as the appointment letter in a counter at the exit. Here we get the application acknowledgement letter which states our ARN number and the police verification status. For my kid it stated No police verification and for me it stated pre police verification.we were told to expect the passports to be delivered within a month. When we enquired , we were told that if there was a pre police verification, then it would take   3days for them to despatch the passport after receiving the verification report. Though, they were not clear about when the police verification will be done.

I hope that this quite a lengthy post of mine was quite informative and helped a few to get their passport at a PSK.

How To Get Online Passport Appointment Booking

After successful application of passport online, your next step will be manage an online passport appointment booking to visit local PSK for further proceeding. But this is not as simple as it look like. Although this facility can be availed only via online, but the time for slot booking is very less and at the same time many people try to book slot, so it's not guaranteed that whether you can able to book passport appointment in one attempt only. There are few tricks to manage an appointment but those are also not 100% proof. Let's discuss about this and find out how to book passport appointment

First of all, visit passport india website and login with your email id. Then from the first screen click on "View Saved/Submitted Applications".
How to get passport appointment online

Now in the next screen you can see your submitted forms details.

For security reason, I have scratched the personal details. Here you can see your application details. Next click on the "Manage Appointment" option.

Now from here click on "Create Appointment" button in the right side.

Now here you have to select the PSK location and then fill the numbers in the box. Then click on "Show Available Slots". Now from here the interesting facts starts.
For every PSK there will be some schedule at what time the database will be open for passport appointment booking E.g. for PSK Kolkata it is 3 PM every day. You cannot try before that. Otherwise you will get a message same in the screen. Now if try from 3 PM time and able to view the next screen, then you can see the available slots. Simply you can click on a slot and further proceed for booking.

But the thing is not so easy. As many people try at the same time, so the database responds to them only who has a high speed or 3G internet. For a general internet speed you might reach to that screen, but by the time you click and book a slot, some will finish the booking itself. So practically there is no such trick to get an appointment. But we have couple of choices or alternatives to book an passport appointment. Let's check them and try to find out whether they are useful or not.

  • First thing you can do is to take high speed internet connection. If you don't have that or you cannot replace your existing one then find out among your friends. It will be a just 5 min task.
  • Always keep trying to log in before 5 min of actual time. Keep trying, although you will get the massage. Because everyone will do the same.
  • If you are able to manage a slot, then in the next screen you have to fill up the captcha or verification letters. Don't be in hurry, fill it up very carefully. Remember if you miss a single word, then you will not get a chance to come back again. You have to try next day.
  •  This is the last option when you have failed after trying many times. Although this might be illegal, but it is one of the popular ways. Hire a broker. You can find them easily just outside PSK office. They will charge you some money and you have to provide your login details. They used to have a very high internet to run this business. And without any tension they will arrange an appointment for you.

So after implementation of technology and improving the services actually the new passport application procedure has its own drawback. And brokers are always there to take advantages of such options. Anyway you can share your experience here and let us know if there is any other better way to manage an appointment. Might be this is not the case of every PSK locations, but I think people are facing issues. Kindly share your experiences if you have for other PSK locations than Kolkata.

Maximum number of appointments exceeded for the day PSK – Solution

Maximum number of appointments exceeded for the day PSK – Solution :  Most of my readers are asking a very common question is how to book a appointment for Passport Application. Many are complaining that every time they try to book the Slot , they are seeing this message “maximum number of appointments exceeded for the day”.

I know it would be very irritating if you don’ t get the Slot and you tend to waste your time looking for booking appointment online. Most of us approach agents to make things easy. However, In this post  I am going to share few steps which will resolve this problem. You can try this out and let me know , if it works.

So next time if you see maximum number of appointments exceeded for the day ,  you can follow these steps and get appointment in PSK

  • Know the Appointment Timings of Your RPO:  Online Appointments are available on Daily basis. Every day there is specific window of time made available for applicant for each RPO Region. So you should know that time and try to book appointments booking during that time only. For example if you are in Bangalore , you can try login at 5:30PM to 6PM and there is a high possibility of getting the slot. Know the RPO NAME and Current OPENING Times - https://portal2.passportindia.gov.in/AppOnlineProject/news/detailNews.jsp
  • Check your internet Speed : Sounds silly but it has been observed that possibility of getting appointments online is higher for the computers which has high internet speed. So make sure you try booking appointments on systems which have good internet speed.
  • If you still don’t get the appointment: If you still unable to manage appointment, you can generate the Application Reference Number of your filled passport application along with ARN printout and visit nearest RPO ( Regional Passport Office) in your area.  RPO officer will make sure you get appointment based on First come first serve and Also priority is given for Tatkaal and Emergency Passports.

So next time if you want to book appointment only make sure you login just before your RPO timings . I am sure you will make it.
