As per Govt. of India( Ministry of External Affairs) , Tatkaal Service
is a scheme available to passport applicants who need their passports
urgently out-of-turn. Applications accepted under this scheme will be
processed outside the line of applications dictated by the “first in –
first out” principle which is central to the working of all passport
offices in the country. You can get passport in tatkaal scheme in a
margin of a minimum of 4-5 working days but again it depends and region
you stay and number of tatkaal applications received.
If you have any emergency travel plan , you should have proper travel documents to show to the passport office to get passport in tatkal and need to pay extra fee/charges also, You should have valid reasons to satisfy passport officer for your urgency/need, then you can get your passport in tatkaal scheme.
To
obtain a passport under the Tatkaal Scheme, a Specimen Verification
Certificate and standard affidavit should be submitted along with the
Tatkaal fee. All applicants seeking a passport out of turn under the
Tatkaal Scheme should submit their application, documentation, color
photographs with white or light background with a specific fee. No proof
of urgency is required for Out-of-Turn issue of passport. Post Police
Verification shall be done in respect of all passports issued under the
Tatkaal Scheme.
You need to submit the Verification Certificate ANNEXURE ‘F’ from any one of the designated officials such as Chief Secretary, Police Commissioner,DIG, District Magistrate & so on.Unless a verification certificate is obtained on their letter head from any one of these officials,you will not be considered for Tatkal issuance of pasport.

· Patients going abroad for medical treatment.
· Persons traveling abroad due to death of a close relative.
· Students appearing in examinations such as SAT, GRE.
· Students going abroad to join foreign universities.
· Businessmen going abroad urgently for trade, conference, trade fairs etc.
· Blood relative of a person residing abroad who is seriously ill.
· Close relatives of individuals working abroad.
· Winners of promotional awards and schemes foreign travel is a prize or incentive.
· Spouse of official passport holders going abroad and availing companion ticket.
· Individuals wishing to go abroad to attend marriage of close relatives.
· Pilgrimages and travels for religious purposes.
· For marriage or honeymoon after marriage.
· Students appearing in examinations such as SAT, GRE.
· Students going abroad to join foreign universities.

You can also obtain a passport
under Tatkaal Scheme on submission of three documents from the 14
documents mentioned below, provided one of the three documents is a
photo identity document and at least one of the three is amongst the
documents indicated at (a) to (i). In addition, you need to submit a
standard affidavit ( Annexure “I” ) on non-judicial stamp paper duly attested by a Notary:
