Passport Appointment Online Form

Way back in 2003 and before you had to stand in a Big queue to submit your passport application and there were high chances that you would be sent back upon reaching the counter for some silly mistake in the application form. This was not all; after you submitted your application it could take anywhere from 3-6 months for you to finally receive your passport. 

Regardless of what the current GDP or the state of economy is today, I can say with pride that we have done a much better job in issuing passport in the last decade.

Thanks to Shri SM Krishna, Minister of External Affairs, the pilot project for Online Passport Seva was launched in Bangalore and Chandigarh in May 2010 and August 2010 respectively. Today the Passport Seva Project has been launched in most major cities of the country.

I got my passport re-issued in Bangalore and my passport was delivered to me on the 11th day after submitting my application in the PSK, Sai Arcade under the "Normal" category without having to pay a single penny as bribe. With so much of negativity with the system around these days, I believe it will only be fair to share good experiences if that can boast the morale of people in the system who are doing their job really well. Go to http://passportindia.gov.in and register yourself as a user. After a successful registration, login to complete your online passport application.

The online application is very self explanatory and easy to complete. The online portal gives you the flexibility of saving and completing your form in multiple sittings either offline or online.  You can review your filled in form for correctness. After you submit your application you will receive your online generated Application Reference Number (ARN Number). 

Please remember the following important points:

1. Your ARN or submitted application will be valid for 90 days from the date of submission after which it will be deleted from the database. You have 90 days to complete your passport application process.

2. The second stage after submitting your online application is taking an online appointment at your nearest PSK which we will discuss a little later in this blog.

3. You will be able to apply under the category "Validity Expired Within 3 Years/Due To Expire" only when you are within the one year window from the Date of Expiry on your passport. My passport was due for expiry in 2013, but I wanted to have it renewed without having to wait till the last moment. Since I was outside that one year window from my passport expiry, I applied under the "Change In Existing Personal Particulars" category to have my wife's details added.

4. Every time a new passport is issued on your name, it will have a new passport number with a reference to your old passport on its last page. Additionally the new passport will have a new expiration (10 years) from the date it is issued.

5. Your old passport is cancelled and returned back to you when you submit your documents at the PSK (Passport Seva Kendra).

6. Any Valid Visa stamped on your old passport will still valid after your old passport is cancelled but you will have to travel with both your old and new passports together. So be prepared to wait until you receive your new passport if you have any immediate travel plans.

Online Application for Issue / reissue of Passport under Normal Category:

Taking an online appointment after submitting your online application is still a pain. Appointments open at specific times of the day in various cities (In Bangalore the online appointments open at 6 PM every day) and get over in no time. People keep sitting in front of their computers trying to book a slot. Sometimes they have to try for days. I had to sit for 45 minutes clicking on "Book My appointment" when I finally got one. I read on many forums that agents/brokers charge anywhere from Rs 800 - Rs 1500 to book an online appointment on your behalf. Since online booking is a very transparent process, I wonder how an agent / broker can get an appointment when you cannot. Such an infringement is not possible without the help of a hacker who is exploiting the site and helping the brokers mint money at the expense of innocent people. I hope this will be fixed soon. However I would recommend the readers of this blog to discourage going through agents to book appointment slots. Have some patience and try booking your online appointments yourself for a couple of days. If you still fail to get an appointment, please read the following alternative procedure of getting an online appointment: Advisory for Applicants You can go to the RPO and take an appointment through them. I understand you want your passport in no time. Let that not be an excuse to pay agents/brokers money for things you can do yourself. You might as well donate that money on some NGOs or Non profit making institutions on Satyamev Jayate

On the Day of Apppointment:

Reach the PSK an hour in advance. You are not called in sequence of your ARN number so whoever reaches first stands before the others in the queue outside the PSK. They however let everyone for a given slot get inside the PSK. Phones with cameras are not allowed. There is a front desk manned by TCS employees who do the initial check for all your documents. I understand that it is important to complete the process once you reach the PSK but for some reason if any of your document is missing, there is no point getting angry. Try arranging for the document(/s) and coming back the same day if you can, else take an appointment for the next available day. Always have your documentation clean and clear. Remember every individual has a right to have a passport and these documents that you are required to submit are to safeguard your own interests. If you do not have a certain document, make an inquiry at the front desk people and ask for alternatives.

Once you have the initial verification done, you will get an appointment number (N463,T128,etc.) With this appointment number enter with your file and documents into an air conditioned waiting launge where you need to go through three counters sequentially A-->B-->C for verification and submission. There are big screens in the waiting lounge where you can see when your number is called for a specific counter.

At Counters B, VO (Verification Officer), your documents are verified by Government Officials from where if your documents are clean, you are redirected to Counter C GO (Granting Officer) for the granting of passport.

At Counter A, manned by TCS officials, your documents are scanned. The official takes your photograph (this means you do not need to carry passport size photographs) along with your fingerprints. If there are any corrections in the Application form which you may have realized after form submission, you can have the changes updated here.

At Counter C GO (Granting Officer), the final decision on your passport application is taken. If you have cleared Counter A and Counter B then it is almost certain that passport will be granted to you. Another important decision that is taken by GO is whether your qualify for Pre, Post or No police verification. Mine was a reissue case with change in address so I qualified as a post verification.There are 3 modes of police verification: 

    Police Verification is not required.

    Police Verification is required on a Post-Passport Issuance basis.
    Police Verification is required on Pre-Passport Issuance basis.


Depending on whether an application is for issue of fresh passport or reissue of passport, Passport Office (PO) shall decide whether Police Verification is required for issuance of Passport to you. In most cases, of issue of fresh passport, pre-police verification would be required, exception being Government servants on submission of 'Identity Certificate' as per Annexure 'B', or minors whose parent(s) hold valid passport etc. In most cases of reissue, depending on records available in the Passport Office system, police verification would not be required or only post police verification would be required, exceptions being reissue of passport in lieu of lost passport or complete change of name.

The screens in the waiting lounge are programmed to flash appointment numbers and you cannot bypass them so there is no point queuing up in front of the counters. After you done with say Counter A, please come back to the waiting lounge and wait for your appointment number to flash on the screen for the next stage. There are arrangements for refreshment with a well maintained restroom. Tea, coffee and snacks are available at MRP and you can be very comfortable when you are inside. The entire process should normally take about 2-3 hours. It would be a good idea to take leave on that day from work and be patient when you are inside the PSK. Once you are at counter C and the passport is granted to you, please remember to collect an acknowledgement at the exit. If you have applied for a reissue of passport, your old passport will be cancelled by the GO (Granting Officer) at Counter C and returned back to you.

I got an SMS and an email with the Speed Post Number when my passport was dispatched. I planned to work from home the very next morning and at 11 AM sharp I got my passport delivered. Passport delivery normally happens in the first half of the day between 9 AM to 12 noon. My Police Verification also completed in a weeks time after I received my passport.

Say no to bribe and follow the process with a little bit of patience and you will come out clean and confident on the other side with your job well done.

Get my passport re-issued

Writing this to share my experience, different stages and time taken for getting my Passport re-issued. There were of lot of similar blogs and posts that helped me out when I was trying to get info and had decided to write  my own experience so that it could be of help to someone. :).
I had to get my passport re-issued because my old Passport had got damaged in rain. :(. The photo was bit blur but all other info was intact. So I had to apply for re-issue of passport and reason being damaged passport. My old passport was issued from Cochin passport office, Kerala and I have been staying in Bangalore, Karnataka for last two years. So I decided to apply for my passport from Bangalore with the address of the house I had rented. (If you have good contacts in the older address and can afford a day or two off to go and complete all procedures you can apply for re-issue from the old address. Advantage being there would be no police verification since the address is same and that way you get the passport faster).

So I went to the passport seva website (http://www.passportindia.gov.in/AppOnlineProject/welcomeLink) and checked the documents required for the passport re-issue application. Here you have to opt for the reason for re-issue and mine being a damaged passport I selected that and there were two options:
If Damaged, specify extent of damage

1. Passport No. readable, Name legible and Photograph intact, and
2. Damaged beyond recognition

To clarify I spoke to the customer representative on the toll free no. 1800-258-1800, and they told mine would be the option 1(partial damage). I wanted to confirm the same and so made a visit to passport office in Kormangala and they told me it is Partial damage and so option 1. The enquiry counter at Kormangala office is open from 9:30 AM to 1:30 PM only and is NOT open on Wednesday, Saturday & Sunday.
As for the documents I had to submit -

1. Old Passport in original with self-attested photocopy,
2. Affidavit stating how and where the Passport got lost/ damaged (Annexure 'L')
3. Proof Of Present Address
4. Proof Of Date Of Birth.

The affidavit (Annexure L) has to be got from a public notary and for me the nearest and best option was Kormangala BDA complex. You can find a lot of shops there who offers this service. They charged Rs 150 for it and it hardly takes 15-20 minutes (again depends on how crowded the shop is etc).

As for Date of Birth and Address proof you can find the list of accepted documents. I used my 10th Marklist for Proof of Birthdate and for address proof "One year statement (with transactions)/ Passbook of running bank account (Scheduled Commercial bank excluding Regional Rural banks and local area banks)".My address was updated in my HDFC bank account and I went to the branch (you can get it done from any HDFC branch, needn't be the branch where you account belongs to. Not aware of other banks) and tell them that you need one year statement inorder to submit as address proof for passport application. Also for people who haven't updated their address or did it in last few months, when the statement is taken the address will be the current updated address. So in case the address is not updated, get it updated and it will be updated usually in 5-6 working days (again can be done in any branch for HDFC Bank. not aware of other banks) and then get the one year statement. You have to also request for a cover letter. I had my net banking active and so I logged in the system there and they helped me take the print out and signed all pages and along with the cover letter, my address proof was ready.

Make sure you take 2 sets of it since when it comes to police verification they would ask again for the address proof and they don't accept the photocopy of the bank statement and cover letter. 

With all documents ready, I downloaded the application form and filled in the details and uploaded the .xml file and got ARN no. The application form is not so confusing and easy to fill. To know which police station your address fall under you can check on the passport seva website, in the link "Know your Police Station" (http://www.passportindia.gov.in/AppOnlineProject/online/LocatePoliceStation). Currently only few states are available and since Karnataka was one in that I had no problem. Since I had read in few blogs that at times damaged passport can't be applied under tatkal, I opted to apply under regular. In the passport office you can request the Issuing officer in Counter C (will be detailed later in the post) to issue under tatkal and there you can pay the fee..
So once the form is uploaded the next step is to get an appointment at the passport seva kendra. There are options of walkin, but I opted to get a booking since I have heard the rush for walkin is really high. When I checked to get an appointment (it was around 10 PM) the website showed that all bookings are done and to check back the next day after 6PM. So I logged in the next day (16th Feb, Saturday) around 5:40 PM and booked my appointment.

For Bangalore you have to select amongst the 2 passport seva kendras - (1) Lalbagh or (2) Sai Arcade - Opposite To Intel Office, Outer Ring Road, Devarabisanahalli, Marathahalli.
I opted for 2nd one and the available slots were on 19th Feb, Tuesday and there i quickly opted for 11:30 AM Slot. And I got the confirmation on the next page.

It is advisable to login atleast 15-20 mins earlier, since the website becomes really slow at 6PM and also select the available slot since the slots get filled really fast. 

Once the appointment is fixed, you can download the Online Application Receipt. Along with 2 print of this, I took 2 photocopies of all the documents, 1 copy self attested (just to be on the safer side).
So as per the appointment I reached the Passport Seva Kendra by 11:15 AM on 19th Feb 2013 and on asking the security he pointed me to the (not so organized, more like a group of people standing) queue for the 11:30 AM Slot. At 11:30 AM he asked us to move in and pointed to to the counters where documents are checked. There were around 6 counters, very chaotic because of the crowd. But this is the only place it is so. I stood in one the queues and this is the most entertaining place, because you get to talk with lot of people sharing their pain, experience etc. Don't get worried by hearing what people have to tell. At the counter I was asked for the documents photocopies (address proof in original since it is the bank statement and the affidavit also in original ) and the Online Application Receipt . They organized it all into a file along with a token number and asked me to proceed to a Counter A, which is inside.

The security scans your token at the entrance and then you have good waiting area with chairs and there are display boards where token numbers and the counter number is displayed. I was lucky that the moment I entered my token number was displayed along with the counter number. The counter number would be in the format AXXX (XXX - being the numbers). On moving in there are well organized bays and display boards, showing the counters. It is very easy to find your counter. At this counter your documents are verified along with original, the application checked with you for any errors and it will be corrected, remember to look good here since the photo is also taken here ;), the documents are scanned and uploaded, keep your finger nails clean because the finger prints are also collected here and this is the place where the fee is collected (cash only). Once all the process is completed here you are asked to proceed to  Counter B. 

Counter B is just after the Counter A bays and there were around 5 or 6 B counters. Here there are no chairs to wait but again display boards which will display your token number and counter number. Had to wait around 10 minutes for my turn. Here they verify all documents once again and once done  asks you to Proceed to Counter C.

Here you have few chairs and can wait there for your token number to come up on the display board. Another 15-20 minutes wait here.  Counter C is where you have the Passport issuing officer, who decides if you can be issued a passport or not. So they verify all documents and  then approves it on the system. Here you can check if your application can be made a tatkal one or not. Once it is approved they give you the final receipt, where in you can see your File No. and other details along with the police verification mode (Pre issue, Post issue, No verification). Mine was Pre-issue.

Once back to my room, I logged in and checked the status of my Passport on the website "Track Application Status"(http://www.passportindia.gov.in/AppOnlineProject/statusTracker/trackStatusInpNew). You have to enter your File no. and date of birth here. So it showed - "Pending for physical verification at ______ Police Station"

On 21st Feb, Thursday I got the call from my area Police Station, that documents for my passport verification had come and was asked to visit the station. There they gave the list of documents required and asked to submit it two working days. Documents required were -

1. Address proof (I submitted the 2nd set of Bank Statement along with the cover letter)
2. Age proof
3. 3 Passport size photos
4. Reference letter from 2 neighbours (the letter was given by the officer and I had to collect the name, address and signature only. I got one from my house owner and other from a colleague staying nearby).
5. All documents submitted along for passport application.

On 22nd Feb, Friday I visited the station with all the documents, and followed the procedures and the verification was completed.

 By 26th Feb, Tuesday the status of my application was updated as "Police report has been submitted by ________ Police Station, Bangalore and sent to Commissioner Office, District Bangalore for review".

27th Feb, Wednesday the application status was  updated as "Police Report has been submitted by Commissioner Office, District Bangalore and passport printing is in progress"

4th March, Monday application status was updated as "Your Passport has been printed and You would receive an sms/email once the passport is dispatched."

8th March, Friday application status was updated as "Passport XXXXXXXX has been dispatched on 08/03/2013 via Speed Post Tracking Number EKXXXXXXXXXIN.". I also got a sms and email around 10:40 PM with the details.

I checked for the details on the speed post website but it didn't show any courier by that number. I expected it to get updated only on the next day and expected my Passport to be delivered on Monday.
9th March, Saturday around 2 PM the post man was at my place with the passport. He asked for a photo id and handed over the passport to me :).

I got my passport in 20 days and and in a well organized and smooth manner. That too my application was in the normal mode and not tatkal. Hats off to the new Passport Seva Kendra initiative, which has improved the efficiency and easiness to apply and get passport.  The offices are also well organised and has a really pleasant and modern look. The officers were also very helpful and friendly.

Passport processes time

Every Indian has a story to tell in respect of his passport application. I, for one, have had one of the longest experience to obtain it. Close to two years of effort & I just feel the excitement of holding this heavenly document in my hand with my name subscribed in it. After going through a sea of processes not just in respect of the application but a lot many things as well, I get mixed feelings when I remember everything that has been happening over the years. If the process has been so challenging for someone like me, one can guess what others might have been going through. This is perhaps the reason why smart people have entered into the Indian Passport Business where the rewards are lucrative (lucrative beyond imaginations)

It all began on August 2009 when something went into my brain and I wanted to get a passport. I spoke to a few of my friends and we started the journey. We visited the Head Post Office in Hubli and got the application forms and the necessary information in order to apply for the same. On 27th of this month, we landed into the HPO and submitted our application for the passport. We paid the fees and came out with excitement

In the next 4-5 weeks, the processes began. One of the most important process was the police verification. In my case, there was a need for 2 police verifications as there was a change in my address. Everything went on and in a few weeks, I sensed that there was some problem with my application. In the meanwhile, I got a call from my friend who had applied along with me telling me that the passport had already come. This added certainty to my doubt that things were not in good shape for me

I started shooting emails, letters, faxes, calls to the RPO in Bangalore and the response was as cold as an iceberg. Somehow, I was able to connect to them and I learnt that as I was now living in Hyderabad, they are unable to process my application. In fact, I got a job and moved to Hyderabad after applying for the passport. I was asked to send fresh police verification forms. I sent them with necessary documents. And then, my file was transferred to RPO Hyderabad. I tried everything on the earth to connect to RPO Hyderabad including personally visiting the office. Having had almost a negligible kind of response and being frustrated for the same, I wrote to the Prime Minister of India. No, there is no problem with your eyes. You read it right. I wrote to the Prime Minister of India. Fortunately, there was some response that came and I got a call from the RPO Hyderabad telling me that it is better if I apply afresh to RPO Hyderabad. I agreed and the file was closed. I logged to the RPO Hyderabad website and booked a slot for me a couple of times but the busy schedule that I was running in Hyderabad did not allow me to go and apply for the same. Further, I was also certain of moving to Hubli/Bangalore in a few months and I thought it wise to wait rather than complicate things

The passport rules say that there shall be an address verification at all the places where the applicant has resided in the last 1 year. And someone like me would so many addresses in 1 year that it would be a little difficult for oneself to track. In fact, after completing BCom in Hubli, I was in Bangalore for 3-4 months as I was doing my PGDBO course from IFBI. During my stay, I spent time in 2 paying guests and one of my friend's home. After that, I returned to Hubli and stayed for a couple of months. And then, I moved to Hyderabad where I stayed in a paying guest for a couple of months. Later, I moved into a rented home with a couple of my friends. Now, if I had to apply for a passport with a honest disclosure, the police would have to verify my address at close to 10 places. Horrifying. This a lesson for all those planning to get a passport to ensure that they apply for it when they are in the college and not wait till the career run actually begins. Authorities find it difficult to catch things that are running

After Hyderabad, I returned to Hubli. I stayed in Hubli for a few months. And then, I moved back to Namma Bengaluru. I decided that I am going to stay over for a year and apply for a passport. During this period, I ensured that my name is updated uniformly across all the documents. I also ensured that even my parents name is spelled correctly in all the documents. I finished a year of stay and decided to apply. And in a few days, it was decided that I am going in for a new job and coincidentally, my father got transferred to Bengaluru and we decided to rent a home for the family at a different place. Thus, my address changed. Now, I had to wait for a year's stay to be completed at the new location or apply disclosing both the addresses and complicate things like I did in 2009. In fact, in 2009, most people suggested me not to be honest and say that I stayed in the same address for a year. However, I continued to follow that Honesty is the best Policy. I spoke the truth and lost time, money, energy and for a moment perhaps, I thought, 'sometimes, its better to lie'

Soon, I was in the system again. I got all my documents ready and started the process of applying for the Indian Passport. By now, TCS had implemented the PSK (Passport Seva Kendra) system in Bengaluru and all applications had to be routed through the web portal www.passportindia.gov.in . I logged on to the site and to my utter dismay, nothing happened. I was neither able to book a slot nor able to know when would the slots be available. I started searching the net for information regarding the same and found that the booking slots were for sale for Rs 500, Rs 1000, Rs 2500, Rs 5000 and so on. I did not understand the logic but then I did call an agent who had posted an ad stating that he provides assistance in applying for passports and also sets up online appointments. He quoted me Rs 4700 for an ordinary passport application. I wanted to apply for a Tatkal passport and he said that I will have to pay an additional Rs 1500. Thus, the cost of an Indian Passport worked out at Rs 6200. However, this was not the final figure. The agent told me that it was my responsibility to arrange for a Verification Certificate from a gazetted officer (in positions mentioned by the Passport authorities). I was baffled. I contacted another agent. He had a simple quote, '7th day, you get passport. All I do. You give markscard and bank statement. Give money after getting passport'. I was like, "Wowiiieee...!!!, how much?"

'Rs 12000', he said

I went mad and told him, "I am not in a hurry. You can take your own time and provide me the passport. What is the best quote?"

"For all same. I don't make less. For IAS officer letter only costly. Half money there only go. Nothing left for me. You requesting so I make 11000. Last & Best", he said

I was kind of confused and I said that I will get back to him later and closed the call. For the next few weeks, I almost forgot about it. Applying for a passport was like throwing myself into a well knowing very well that I can't swim. I read a news article that there were a lot of complaints against the online appointment system and the issue was escalating. Finally, PSKs announced that the proper services will be resumed latest by June 15th. I had lost the interest. However, I logged on to the site out of curiosity. And to my surprise, this time, I was logged out with a successful appointment on 23rd. I was delighted. I started arranging the documents. Things were haphazard. It took time and I understood that I can not do the same in a day. I logged to the site next day, cancelled my appointment and booked an appointment on 24th. I spent a day to arrange the documents and get a verification certificate (for tatkal passport) as well as a standard affidavit declaration

The D Day came. My appointment was at 9.45 am and I was there by 9 am. At exactly 9.45 am, we were let in. My documents were examined at the 1st counter and the examiner found that father's name in my 10th marks card is Ramachandra M Pattar. However, in the standard affidavit, I had entered it as Ramachandra Pattar. And just for the alphabet 'M', I was not given a token to proceed further. Do I need to say how I felt and what I thought?

I showed them my father's voter ID card where his name was Ramachandra Pattar. However, they told me that all names shall be taken as per 10th marks card only. So, all the prospects of PSKs, this is your second and most important lesson. Enter names at all places in all documents as per your 10th marks card only. I don't know what exactly is the process under a normal passport application. But, in tatkal, the 10th marks card rules. It rules beyond anything. Even the 12th marks or degree certificates are trash before it. In fact, you are not even asked for that

I had to leave the PSK and go back to get the affidavit corrected. I had to drive back more than 25 kms in this never ending city to get the correction done. Even the notary too was kind of shocked to know that an alphabet can make such a big difference. Sometimes, I feel, though the law has been made very tough, it is neither helpful in stopping crime nor does it in any way add to convenience. There are so many issues that happen in respect of names and spellings considering that the people entering our names into the records are not sufficiently serious about the implication of the spelling and we accept the chalta hai attitude. Birth certificate has one name, 10th marks card has another, voter id card is bound to have the funniest spelling of all the spellings that your name has seen and all these differences make 5 persons out of 1 person. Though you have one body, one soul & you want one passport, your 5 documents can not help you. Lets hope that Mr. Nilekani's UIDAI Aadharwill solve these issues. But then, solution or a new problem, we shall know it only after experiencing it

I drove back to the PSK by noon and was let in. The initial verification was done and I was issued a token. I went ahead to wait for my turn at Counter A - Scanning. I was so hungry. I opened the lunch box, sat in a corner and had my food. It took some time. Soon, my turn came. The scanning process was completed and then, I moved to the Counter B & C where there was a verification and re-verification of my application. There was a small issue about my application. I had previously applied for a passport and the same was not processed due to certain delays at my end. After applying, I had been out of my city for a long time and in the process, I could not attend the police verification. As I had nothing very urgent or important at that point of time, I did not take it seriously and things went haywire. In fact, I had boldly disclosed that I had previously applied and even provided the application details. It was a little troublesome and initially I felt like I am digging my own grave but then, I guess, the officers were happy to see my honesty. It them some time to go through the previous application and letter received by me 2 years back but it was clean & clear process for me. After being satisfied that I was a genuine applicant, the APO click the Grant Passport button on his computer screen and made me a successful sailor in The Great Indian Passport Dilemma...!!!

The only concern that I had was about my photograph. I was carrying very nice passport size photographs with me so that I look nice in this document. However, despite all request, I was told that there is no way they can use any photograph. Your photo will be clicked in Counter A during scanning and that pic only will appear on the passport. I had not even shaved and was looking very shabby. Now, I have to carry this terribly looking face for the next 10 years. So, the next lesson, please ensure you get carry smart looks to the PSK as you will have to be with this look for the next 10 years

I moved to the exit counter where I was given an acknowledgement. I was also told that I shall receive the passport within a week and I really did receive it. I find it difficult to believe it even now that things happened so quick

There are, of course, many many stories, facts and experiences in relation to the same which I can not disclose for security, privacy and other reasons. Overall, it was a fantastic experience. Some of the most mind boggling times of my life were spent over this. If I seriously see, I can be a case study for the Indian Passport Applications

How To Apply for Passport in India

As per Govt. of India( Ministry of External Affairs) , Tatkaal Service is a scheme available to passport applicants who need their passports urgently out-of-turn. Applications accepted under this scheme will be processed outside the line of applications dictated by the “first in – first out” principle which is central to the working of all passport offices in the country. You can get passport in  tatkaal scheme in a margin of a minimum of 4-5 working days but again it depends and region you stay and number of tatkaal applications received. 

 To obtain a passport under the Tatkaal Scheme, a Specimen Verification Certificate and standard affidavit should be submitted along with the Tatkaal fee. All applicants seeking a passport out of turn under the Tatkaal Scheme should submit their application, documentation, color photographs with white or light background with a specific fee. No proof of urgency is required for Out-of-Turn issue of passport. Post Police Verification shall be done in respect of all passports issued under the Tatkaal Scheme.

You  need to submit  the Verification  Certificate   ANNEXURE ‘F’  from any one of the designated officials such as Chief Secretary, Police Commissioner,DIG, District Magistrate & so on.Unless a verification certificate is obtained on their letter head from any one of these officials,you will not be considered for Tatkal issuance of pasport.

The following are the categories of applicants eligible to apply under the Tatkaal Scheme:

· Patients going abroad for medical treatment.

· Persons traveling abroad due to death of a close relative.
· Students appearing in examinations such as SAT, GRE.
· Students going abroad to join foreign universities.
· Businessmen going abroad urgently for trade, conference, trade fairs etc.
· Blood relative of a person residing abroad who is seriously ill.
· Close relatives of individuals working abroad.
· Winners of promotional awards and schemes foreign travel is a prize or incentive.
· Spouse of official passport holders going abroad and availing companion ticket.
· Individuals wishing to go abroad to attend marriage of close relatives.
· Pilgrimages and travels for religious purposes.
· For marriage or honeymoon after marriage.

If you have any emergency travel plan , you should have proper travel documents to show to the passport office to get passport in tatkal and need to pay extra fee/charges also, You should have valid reasons to satisfy passport officer for your urgency/need, then you can get your passport in tatkaal scheme.

You can also obtain a passport under Tatkaal Scheme on submission of three documents from the 14 documents mentioned below, provided one of the three documents is a photo identity document and at least one of the three is amongst the documents indicated at (a) to (i). In addition, you need to submit a standard affidavit (  Annexure “I”  ) on non-judicial stamp paper duly attested by a Notary:
